the Hunts from this test come out on top for 28mm tyres. You definitely want a wider wheelset to run 28mm tyres, especially at this depth, otherwise the wider tyre than the rim makes them they can be less stable in gusts. But they didnt actually test 28mm tyres, so take the statements from the wheel brands with a grain of salt, or look at other testing.
For the 28mm tyres the OP intends to use, the Hunts are the winner in the Cyclingnews test. Of the dt swiss, shimano c60, zipp, swissside, princeton, bontrager rsl, enve mentioned, some offer shallower wheels designed for 28mm tyres, but none as deep as 60mm.
I agree with Hexsense, the Parcours and Polaris designs are better than any of these if you want 28mm tyres and 60mm deep.
