Sub 1300g "everyday" clinchers. Can it be done?

Bitex rar9/raf10 (66+191g)
Pillum 1420 (aero and 4.3g) 20f-28r with alloy nipples
... and Pacenti SL23 (2015) (408-416g)

I said bitex and pillum because you can get them cheaper on Aliexpress than on BHS (choose your store wisely though)
And the new Pacenti are just too good to get something else :)

edit: Or cheaper Sapim laser spokes, but they are not aero and .2g heavier :o

A sapim laser spoke with alloy nipple in 280mm length is 4.9g witha brass niple 5.65g.

That weight you quote for the pillar spoke is wrong. Its is 4.3g for 260mm spoke withput nipples. 278 to 282 mm spokes will be needed on the back and front. So that adds weight and then add then add the weight of nipple. If you do that the weight of the pillar spoke end up being witha 14mm nipple 4.93g so heavier.

A sapim cx ray is aero and the same weight as a sapim laser.

The wheelset you quote will weight around 1320g.

To be honest the reason I mentioned the pillars was because they were slightly cheaper than cx-rays, I didn't look in details for a weight comparaison so thank you for that.

i have thought about building these
20h ryde pulse sprint front 28h rear off set rim, carbon ti hubs (have not tried these yet but i have orderdd some in silver) sapim laser or sapim cxray spokes and alloy nips. Weight should be 1225g to 1245g depending on the weight of the rims. If tune mig 45 front hub is used another 13g can be shaved. Probably not everyday unless everyday is dry day.

I might have a go with kinlin tb20 rims as they are pretty light. Prefer tubs over clinchers anyway. Still be very light for an alloy set.

I have been riding Basso Astra 2016 with “bc Flechtwerk 45 Evo Carbon Clincher 2017” which I paid 755.46€ + shipping charge. I think this wheels will be the closest one to the threshold in what you are looking for. Tips about this wheelset is as follows,

Weight: 1,370 g, Rim height : 45 mm
Material: TORAY T700 / 3K carbon / RTM machine braided.
Aluminum Freehub: Two 20-tooth ratchets

My maximum sprint speed on a flat road used to be 45 km/h with Bora Ultra 50 Clincher on Canyon Aeroad CF Team Movistar 2015. I went up to 52 km/h with bc Flechtwerk 45 Evo Clincher on Basso Astra 2016 (T700 / 3K carbon). I am at 72, 168cm height, 62kg weight. This wheelset goes with Astra pretty well.

I now ride Canyon Aeroad CF Team Movistar with “Schmolke TLO 45 Carbon Clincher Wheelset (1,180g, TORAY T1000 / 3K carbon / RTM machine braided)” This wheels beat Bora Ultra 50 and Zipp 404 Firecrest Clincher.
