Which Alloy Clincher Rim Wheels? Any hub, any rim....

So I am building a steel rim brake build because, well, I have other bikes, but not a steel rim brake one!
In all likelihood it will be Super Record mechanical. This is an analogue bike, so I don't really want carbon rims....
I would like suggestions for wheels to take 28mm wide tyres. I will rub latex tubes and open tubulars probably. Requirements are:
Campagnolo freehub
Rim brake
Lightweight as possible
Years ago, I had some Tune / CX-Ray / Velocity Aerohead wheels, which were great, but narrow by today's standards.
I am 76 - 80kg depending on how trained I am.

I'm running Hed Belgium R laced to Carbon Ti with CX Rays and super happy with the wheels. I think for your build an even shallower rim would look better (maybe Kinlin). The Belgium setup isn't as light as I had hoped, it was around 1450g IIRC.

DT Swiss 411, CX Rays, and DT Swiss 240 or White Industries.
I had a similar build years ago, with a narrower DT Swiss rim and older WI hubs, and I recall them being around 1455g and pretty much bombproof. You could probably get these under 1400 with more exotic hubs, like the DT Swiss 180 or even the Tune Mag 170. You'll likely pay the price in durability, though.

I have 2 pair of rim brake HED Belgium+ clinchers (21 mm internal width), built 24f/28r, Sapim CX-Ray with alloy nipples. One set with White Ind T11 hubs, and the other with King R45. Both built by Sugar Wheelworks in Portland, and both have been EXCEPTIONALLY durable. I am about 77 kg and they've seen smooth roads, rough roads, smooth gravel and some moderately rough gravel. I cannot imagine a better everyday wheelset for a rim brake setup.
