Tire clearance with fork

Hello,

I am interested in what tire clearance is recommended or it is desirable that the sand from the road does not collide with the fork.
I currently have about 3.5mm clearance between the tire and the fork ( picture ).
Schwalbe ONE tire - the inner width of the rim is 19C
Is there a 25C width tire and a lower height?
I found information online that the Pirelli Pzero Road 26C Tire is 22mm heigh. Is this information true?
or who Uses this tire ?
