"Springy" noise on new tubular

I am hearing a new noise from sprinter tire in the rear. This was just glued to a new Edco rim. The noise comes from the rear. It is fairly loud (over 50 decibles in my estimate) and you can hear it over a lot of road noise.

Have I done something wrong?

This is just me speculating, but i would double check the "glue job", specially around the valve stem area. On some tubes the base tape has a too large of a "fold" around the base of the valve stem, and the rim a too small of a valve hole to acomodate the excess nicely, this can lead to a gap on that area AKA "thirsty joint", and squeek on every rotation when on the road.

It might help to pinpoint which section of the rim/tubular is making the noise or if it is a constant noise issue, ride slow and pay attention to where it come from when you go out next time... some detective work, you know :)

Because since you say the rim/wheel is also new, it might not even be the tube.
