Shallow, wide disc rims recommendations

IMO, 21mm internal width's ideal tire size is 25-38mm. With 28-30mm right in the sweetspot.
While i use 25mm tire on 23mm internal width rim, i think it is a bit pushing. 21mm internal width should be better for 25mm tires.

Stan's crest? They're shallow, light, and 23mm internal.

H Plus Son Hydra rims are 25mm external, 21mm internal (per http://www.bikeman.com/RM4442.html), and come in drillings from 24h to 32h.

I have a set built up for gravel (24/28) and they're rock solid. I also have a set of rims I plan on building up for CX racing (24/24) with some Hope hubs.
