Is this freehub body meant to be like this?

This Novatec freehub body appears to have been machined next to the flange where the largest sprocket would sit.

Is this meant to be? What's gone on here?

(Is actually a 582/Campag hub but with a Shimano freehub body fitted).

It's not supposed to be like that and I'm guessing it's a 10spd HG body poorly machined to make it accept some 11spd cassettes.

Freehub length - shimano (approx):

-7s ~ 30mm
8-10s ~ 35mm
11s ~ 37mm

it looks to me like the silver portion of the freehub body is a spacer(used for 10s).

The didn't even take off the steel anti bite guard before throwing it in the lathe. Very suspicious. The piece near the flange side looks like its about to fall out.
