This version, only 17mm internal :x

Have a 25mm GP400sII on there but it bulges badly. Jumping down to a 23mm seems logical but not sure which to go for - the new GP 5000 maybe?

If a 25mm tire bulbs out too much, a 19mm internal would only boost this. So, isn't 17mm internal a better choice for you?

GP4k is notorious for going wider than its stated width. I am guessing, on this rims you are getting something around +28mm(?). Apparently 5000 is better in this department.
I run Vittorias G+ and Control on my 808 nsw. Both in 25mm with actual width of 26.5 and 27.2 respectively.

Will check the review on the 5000s to see if I can get away with 25s, maybe 5000 23 is my safest bet..
