I've spent the last couple of days trying to find pictures and specs of old wheel/tire/frame combinations to make sure that my 2011 Foil R2 and 2012 Foil 10 frames would fit 25mm wide rims and I'm losing my mind.
I currently have Sram S60s that work with 23mm GP4000s but look pretty close with 25mm GP4000s at the top of the fork. I'm looking at getting a couple of pairs of Farsports 25mm rims, and I realize that with their wider 18mm inner diameter frame clearance could get tight given this image.
Has anyone put 25mm Conti tires on 18mm interal width rims on a 1st gen Scott Foil? Otherwise I'm thinking I'll probably just size down to the 23mm wide rims with 16mm internal width to be on the safe side... or I guess I could put 23mm tires on the rims, but that seems like it'd sort of defeat the purpose? Does anyone have any experince here?

Not exactly what you're asking for confirmation of, but I have a set of Mavic Cosmic Pro Carbon SL C wheels - 25mm external, 17mm internal - fitten to my 2012 Scott Foil with 25mm GP4000S tyres fitted and they clear ok.
I've had a small stone lodge between the tyre and the brake caliper at the rear once this year, but never on the front.

I feel like an extra millimeter shouldn't cause too many issues, but worst case I could size down to 23mm tires, though at that it would make sense to start with 23mm rims to begin with and save the extra weight. It's good knowing that similar sized rims have worked though, thanks

I think you're in luck - my experience should be pretty close to what you're looking at.
I have a 2012 Foil (there's a post on introduce yourself with the bike) and I ran 40mm wheels with 27mm external width / 17mm internal width for a few years. I ran a variety of different 25mm tires on them, (GP4000II, CX IIIs, turbo cottons) and clearance was fine.
