I recently got a pair of c40 tubulars and I am finding it quite difficult to brake properly compared to the Boras. Does anyone else have the same experience?

I was using my red pads for Bora and dura ace pad for c40. The rim of c40 was so wide I had to use the pads that came with it otherwise the bora pads would touch the rim.

I have C60 tubulars and do not experience any difficulty in braking.

Can you be more specific what kind of braking you feel?

similar to this...very little feedback until u feel a sudden surge in braking power. With my old Boras on red pad I can feel incremental braking force as I pull my leversImage

Campagnolo calipers does exhibit incremental braking force in contrast to grabby (e.g. initial bite) with Shimano calipers. Were you using Shimano calipers with Bora wheels?
