Inside rim delamination?

I ordered some rims from Asia and there was something blocking a spoke hole. I pushed it out and it looks like tape or plastic, and there was also a shard of carbon that was rattling inside.

Are these wheels safe to build up? Pictures attached so you can get an idea.

Doesn't look like good QC...
Seems like the remainings of the building process, either bladder or something else.
The "thing" in the hole shouldn't be there IMO, I'd ask for refund and return them...

What brand/manufacturer ?

I've had that tape thing jiggling inside the rim too
And then the rims cracked at the nipples ...

My builder had never seen that , he told me the rims were cracking when building ...
I rode them a few months
And then the inside of the rim near the brake track ( even if it hadn't any bc of disc ) was delaminating slowly
And on the outside the rim side moved in without cracking really

Strange
Now I ve had rims under warranty finally after months of hiatus
After 10 ours only of riding it's cracking at the nipple ...

Won't tell the name but some may guess

Yeah the consensus so far seems to be it's probably the bladder. Should I return or ask for a replacement?

That doesn't bode well. Sorry to hear about your wheel troubles. I've send the manufacturer an email and will see what they reply.

Wrote to the manufacturer, he said the bladder should have been cleared, but the wheeld are fine.
