Look at Kinlin XR380 rims (38 mm alloy). With asian hubs you should be able to get what you're looking for.

The XR380 is too narrow, get XR31T - you won't notice the missing 4mm

What is the intended use for the wheels?
Why alloy?
Why 1550 grams?
Why 35 mm?
What kind of rider are you? Heavy? Light? Do you lay down many watts?
Are you looking for durability?
What kind of bike are we talking about? Disc or rimbrake?
In what kind of weather will they be used?
Your headline doesn't really make sense. Not many people ride/want 35 mm alloy rims. The wheels will get very heavy, and not many rims are that deep, and probably not aero either.

Thats very light for such a wide deep rim. 480g means mass is saved somewhere, it will be some where important. If the weight was 520g i'd say that could be fine but @480g I would not go near it without knowing spoke nipple bed thickness and brake track wall thickness.
Or it is really 520, which would be in the ballpark for industry weight quotes.

Hi, I'm on a budget, so carbon rim should be above the limit. I'm building a bike, with Vision Team 35 wheels (1900g) the build is 7.8 kg. I wish to get it below 7 one day. I can lose 200-300 gram in the groupset, so it's doable. I ride in flat roads mainly, long distances are my fav. I have a 28mm Prime pro wheels (1470gm) but I think it has no aero benefits. Need deep section builds on budget, not sure if that's possible. That's why posted.

What's your budget then? Can you stretch to 600$? If yes, go to Light-Bicycle, Farsports or EIE Carbon for a 1400g aero build.
I agree with Marin. Kinlin XR31T are the rims for you. They test very aero, and if you go deeper than 31 mm, it comes with a weight penalty that will exceed your limit, and the aero benefits are not worth it. They weigh 490 grams. This leaves you with around 300 grams of hubs and 250 grams of spokes. With Bitex hubs at 180+70 grams you're comfortably below that limit. With something like Sapim CX ray spokes, you'll probably be around those 250 grams as well. You'll stay below your $$$ limit as well.
BTW you can save a lot of $ by using Pillar or CN spokes over CX ray.
