Clear Coat flaking off carbon rims.

Hi , need some advice. I have a pair of second hand Dura Ace c35 wheels . Unfortunately the clear coat has started to flake off, particularly after riding in the rain. The rims look unsightly and i was wondering if it is feasible to lightly sand the rims and apply a new top coat using a aerosol can. Any advice as to what i should do would be much appreciated.
