Definitely both.
And I sometimes use rotor shims too, but they are not available in 0.1mm differences (i.e. 0.3, 0.4, 0.5, etc.). Which to me is the tolerance level I'm looking for.
Someone else already posted a link for 0.1mm shims in the UK. If you are in the US you can buy them here:
