I had these veloflex tires for a three years stored in a bin in my closet in California, so no cold or hot. I installed them went for a few rides. I inspected the tires yesterday and noticed this.
This is all the way around the tires, front and rear. Safe? Not safe? Not sure what causes this...

perhaps exposed to some chemical/high temperature/strong uv, could even have been before they were stored

was the 'bin' plastic? i've seen bad reactions between different plastic/rubber/silicone materials when in contact with one another, outgassing of plasticisers can cause problems as well

if it's only at the edge and there's no sign of the tread crumbling or coming off they're's probably ok, the strength is in the carcass not the rubber

i'd try a few test rides and see if it's stable or gets worse

It does looks dodgy indeed, I guess the worst thing is that they seems like they could go on and enlarge.

Doesn't look good IMHO.
They may have been stored in a wrong location before you purchased them. Or too old.

Had a pair of Roubaix tubs do the same. Non vulcanised rubber degrades over time.

Is there anything that could be applied to tyres to help prevent them doing this? I've got a two of pairs of Veloflex Vlaanderens I picked up in a sale earlier this year. They're in cool/dark storage but so I'm keeping fingers crossed they'll be okay.

I'm sure I'd rear an article by Leonard Zinn that mentioned a spray type rubber product to help seal the rubber.

Sorry, I was hacked. That does not look too bad for a set of hand-made tubulars. As @Nefarious86 noted, this can be a problem with non-vulcanized rubbers. I have never had a problem riding tires that looked like that. I am sure that they are more prone to picking-up road debris, though...

Thanks for the replys. They are a fare bit old. I think im going to run them for a few miles and see how they look. I dont think they are going to explode, but as mentioned they may pick crap up easier...

Wouldn't the 303 in the linked article make tyres slippery as all buggery?

I'd ride them until a chunk of rubber peels off and exposes the casing.
