Wide Rims and Tires: Real Measurements

I wish I would have seen this post before starting my own on the subject. I'm currently in the market for some new tires and want to get some Conti GP4000s II in a 25mm to replace my Michelin Pro SC 23mm. Here's my dilemma: One of my bikes has Kinlin XR19W rims and the other has H+Son and I will swap wheels when desired.
My issue is that my Focus has a tighter clearance, on the rear only (about a 1-2mm or so) which is why I'm using the Mich SC 23mm tires. I want to know if I will still have clearance issues with the GP 25mm tires. Sometime later this year I might end up getting new wheels (Pacenti or similar) and also need to know if I'm continue to have issues with the new hoops since they will be wider than my Kinlins.
The width of my 23mm SC tires on my Kinlin rims are 24.68mm. With this set up I have 4.63mm of clearance on my NDS chainstay.
I also measured the width of my Michelin SC 25mm tires that are mounted on H+Son Archetype rims on my other bike and they measured 26.73mm.
Based on those numbers, I would have approx 2.5mm of clearance using the Mich 25mm, however that is using a different rim.
Anyone know if I'll be able to fit the 25mm Conti's?

Pressure has hardly any affect on width once the tyre is inflated and has it's shape. I have rounded down by 0.1 or 0.2mm in some cases.
My Sannino runs with 1mm of clearance to the seat tube. That is fine. My Genesis equilibrium with the chamllange tyres has very little clearance at the stays but again no rub. So if it clear and the wheel is straight then there wont be a problem. Do you have confidence in your wheels?

What minimum amount of tyre clearance do you guys recommend? I've read about 3mm on all sides on Jan Heine's blog which seems to make sense. But I'd like some more opinions before I get the 28mm Pro4's.

3mm should be fine (boarder line) if you only ride nice paved roads. I removed a layer of clear coat under the rear brake bridge on my Domane. I had less clearance than you though.

does anyone find changing tires on ultra wide inner rim(internal width > 19mm) is difficult
i have two pairs of bonty aelous carbon rims.
1st gen internal width is 17mm.. no issue install/remove tires
2nd gen internal width is 19mm.. designes for tubeless tires. i have to use two tire levers to unseat the tire for removal.
i use conti gp25 on both wheelsets.

Looking at clearance to frame, 3mm seems really low. Even for a road bike.
I would expect rub is going to happen with that narrow play.

On a road bike it's fine, I once ripped the nipple out(28 spoke wheel) on a hole in the road that I overlooked and finished the event without hassle. On a crossbike or anything that sees mud it's asking for trouble. With low spoke counts and high tensioned spokes I can imagine this could go wrong too.
