All at 90 PSI

HED Jet6 + with 25C Continental GP4000SII - 29.56mm (~2000 miles of use)
HED Jet6 + with 23C Continental GP4000SII - 26.15mm (300 miles of use)
Pacenti SL23 with 25C Continental GP4000SII -28.21mm (~2000 miles of use, switched directly onto the Jet6 for above measurement)

I get almost exactly the same measurement for the Pacenti SL23 gen1 + Continental GP4000SII - so good to know it's pretty consistent

Michelin 25mm Race on 2017 Enve 3.4 (21mm internal) comes out at 27.4mm.

Just an update, I am on a Cannondale SuperSix Evo Hi-Mod 2014 with Enve 6.7 SES clincher wheels and Campagnolo Super Record Breaks. I can now officially report that Vittoria G+ Open Corsa 28c tires fit. I have put about 100 miles and while there is not a ton of clearance I have not had rubbing or even scratching on the frame (currently running 70/75 psi but will be experimenting with 65/70 and 60/65 psi soon). I will look to measure with calipers but the tires seem to be true-ish to size (would say around 27-28mm wide and about 25mm height).

On a side note, I don't understand why you see so many reports of guys saying that older frames cannot even clear 25c tires. Are they actually putting them on and not having them work or is it just they look to close to the frame for personal comfort?

As of March 2017, there are no carbon or aluminum race frames (rim caliper) on the market that will clear 28m Continental GP 4000S II. This tire is 29mm tall and 31mm wide
Your only option is Trek Domane 2017 model disc or steel/titanium frame, either rim caliper or disc.

My Parlee Altum will fit the GP4000 in 28 mm. If the rim has 19 mm internal width it does get a bit tight, but 17 mm internal width should be fine.

Also, what about endurance frames like Specialized Roubaix etc? Same category as the Domane from Trek. I suspect many of the bikes in this category should be able to handle it as long as the rims are not crazy wide.

That's good to know that Parlee Altum has clearance for 28mm GP4000S on modern wide rim. This frame fall into the category of boutique (e.g., $5500 frame). Specialized Roubaix comes with 26mm Turbo Pro tires, which run true to the size, thus 28mm GP4000 may not clear. In contrast, Trek Domane comes with 32mm Bontrager R3 tires.
Anyways, I have been searching and searching for an affordable frame that will clear 32-35mm tires with rim calipers and found a winner! Live long steel frames

$1000 for the frame from Italian Columbus Zona steel. That picture is not my bike but it gives you an idea that simplicity is still out there.
I just built mine with Dura Ace 9000 and haven't had a chance to take pictures.

The paint job is from classic 90's.

Anyone have measurements of Schwalbe Pro One's on a 21mm internal rim? Would like to know what real size 23s and 25s are with that kind of internal width.

@jlaitinen Not 21mm int. width, but on my Bontrager Aeolus 5s (19.5mm int.) a tubeless Pro One 23c measures out at just under 26.4mm at 100psi. By comparison a 25c GP4000sII on the same wheel came out to just under 28.1mm at ~90psi.

On a Boyd Altamonts (19.86 internal) my 25s measure out to ~27 with only about 400 miles on them so I expect a little more growth.
