Roval Pave Wheels worth building around?

In the interest of budget, are Roval Pave wheels worth putting some nice hubs on, and upgrading the spokes? I am happy with the wheels from a durability standpoint, not so hot on them from a weight standpoint though.

Is it worth it to keep these rims and build around them, or should I spend the extra $250~ to get 2 new rims for my new build?

Not much info out there on them.
