28mm wide rim is not even a concern. As a matter of fact, modern brake caliper can squeeze 30mm rim.
This is Potenza brake caliper with brand new pad with an opening of 32.5mm wide.
Is it safe to open the caliper as far as it will go? Pretty sure I've settled on LB wheels, would love to squeeze the 56x30mm wheels in there, but want it to be safe and if opening them up all the way will sacrifice braking performance or safety then I'll go with the narrower wheels. I cranked my Ultegra r8000 direct mount brakes all the way open and got 31.5mm with regular brake pads, without adjusting the cable.

Finally received my BTLOS set.
60mm WRC-60 rims, built on Carbon Ti disc hubs 24/24, front 740g, rear 853g (without rim tape) (these: https://btlos.com/road-bike/700c-60mm-d ... bon-wheels).
Also bought 30mm tub rims (WRT-30), these are 360g each, 28H drilling, plan lacing them later to Carbon Ti as well.

Actually ordered them around Black Friday, but they kinda had delays mid Dec and around Christmas. At one point I even thought, "screw it", but eventually it came out fine - and they refunded me the shipping costs plus also covered the customs payments (all together around additional 15% discount). Total email exchange exceeded 50 instances, though :D

Pulled the trigger on a set of 46x28mm from Light Bicycle, glossy UD with the grooved graphene brake track and Novatec hubs. They'll probably be a little delayed with the holiday, but that's ok. Going to run 25mm GP5Ks, which should measure out to around 27mm, more air volume over my current setup and better aero, so it should be faster and more comfortable.

How is the BTLOS? I guess to early to say something..their extralite rims are lighter than big brands rims, with mixture of T800 carbon and graphen brake tracks with a texture..seems to good to be true.
Looking for some lightweight 45mm tubeless rims, seems all of them are around 460/470g, BTLOS have lighter model at 425g due to 40 percent T800 (but they say rider weight limit 85kg)..
I would even pay more with branded rims, but there are none I guess..Schmolke are around 400g, but not tubeless..

They will just use less carbon to achieve the weight. And those rims are only 17mm inside and 26mm outside...

it's BTLOS 425g with 85kg weight limit and LB 460g with 130kg weight limit...

LB also offers different brake track textures and you could ask for a lighter rim, so BTLOS "also put on their trousers one leg at a time". ;)

The lightest (not tubeless) rim still is the 77composites Roadrunner 41C, but they had problems with the brake tracks in the past and non existent customer service. Tune still use those rims for their wheelsets, though.

I'm gonna try disc wheels from far sports. Aero gains says I should go with 30mm wide rims, but they are 23 internal. 28mm rims are 21mm internal and that seems more appropriate for 28mm wide tires (Fairlight Strael 2).

40mm or 45mm is another question...

30mm outside and 23mm inside would be the better option for 28mm tires... ;)

Kinda heavy, my 46mm disc rims are only 40g heavier. You might as well look for narrow MTB rims, LB Flyweights are 22mm ID and 280g, but tubeless only.

They're <35psi and tubeless only, not what I'm after. I still was to be able to run 75/85psi with a tube, I see no reason to bother with tubeless on the road with the current technology.
