Tarmac - Red NOW CHARCOAL - Updated 9.16.2021

Just purchased a 2019 Tarmac Expert Disc so I don’t continue to wear down the rim surface of my current Tarmac. The idea is to build this up as close as possible to my current Tarmac, so that the main differences I will feel is the disc, but the fit will be the same. I could not justify the cost of an Sworks frame for a bike that was specifically purchased for the bad weather. So, I will work with what I can to get this down to a respectable weight but stay within my financial means. Right now, I am just trying to build it up so it can be ridable. I will upgrade parts when I can afford to do so.

Wheels: Roval CLX32/DT240 hubs (clinchers) 728g/599g (1327g with Hub)

If you are buying a used groupset, you might have a buy a new hose for the rear brake if the previous owner had a smaller frame size. If the front hose is also too short, you can switch the original rear hose to the front. This way you don't have to buy 2 hoses.
Still assuming that you are buying a used groupset I would get new olive/barb, pads and rotors. I would get a Sram bleeding kit if you don't already have one. Depending on the frame of the previous owner, you might also need shorter or longer bolts for the rear caliper (based on chainstay thickness).
IIRC the wheels should come with centerlock lockring. Shimano rotors always come with a lockring but every other brand of rotor don't come with a lockring.
Thru-Axle should come with the frame so unless you want lighter ones there is no need.
Your list is missing the chain and bottom bracket.

What is a good light weight thru-axel I can look at?

Yeah I may look into praxis rings as that's what I use on my rim Tarmac. I think I read something last week that mentioned I would need to make some sort of adjustment to the crankset if I wanted to use Praxis. Will have to read up on that and make sure. But, for now my funds are pretty tapped out, so I'll just roll with these for now and then make a change when I can.
