While not the lock-ons, KCNC EVA foam grips are about 10USD on eBay and weight ~15g.

or if you want something really cheap and light you can buy black Gorilla tape and wrap it however thick you want it, probably cost you a dollar in tape used, but a roll of the stuff will cost about $8 but you can use it for all sorts of other things and it's a lot stronger than duct tape.
Of course tape might look ghetto, but it is cheap! LOL!!!
Anyway Klaster1's advice is a good one...not like mine!!!

Superstar components do some cheap grips, never used them myself though.
cheap lockons are terrible. For a lightweight grip I've gone with some esi knockoffs on ebay, then use hairspray as the lube to get them on. when it's time to switch them out, you can carefully cut them off.
If you search silicone grip, you should see a bunch of options for around $4 shipped.
otherwise I've been super pleased with the deity lockons on my dirtjumper, but they're more than double your budget.

You can inject alcohol with a syringe into grips to undo the glue, then it slides off easily.
