I swapped my wheels on my mtb from internal width 19 to 30. My 2.25 tires clear the frame properly but chaib-tyre clearance is les than 1cm, i dont remember having that tight clearance before swapping wheels, what clearance is safe?

Aim for at least 5-10 mm clearance. Less than 1 cm is tight—make sure there’s no rubbing or interference.

Provided the chain can't get snagged on the knobs all is good IME. Whether this can/will happen depends on the terrain, tyres, clutch, chain tension, etc. I'd say 10mm or more is plenty, but ~5mm might well be enough; YMMV.
