I usually do small-small through all derailleurs and remove links until there is no slack. This way will give the longest chain possible which then future proof for whenever I want to use larger cassette (or chainrings) in the future. But that's just me. I'm installing an Ultegra R8000 group on an older bike and will be using the GS version of the rear derailleur so I can run the 11-34t cassette. They didn't say they developed a new steel, but that a new steel was developed. That's not unusual, metallurgical progress is constant and ongoing.

99% The braking issue is going to be down to poor calliper setup (toe-in in particular) or using the wrong pads. No other reason for there to be a great disparity between two wheels with the same surface.

Advantage of titanium frame, less frequent washing, just ride in the wet, mud, salt, put it away and ride again the next day, no need to wash.

The fork will come with an axle, so don’t worry about it.. In general for aftermarket Thru’s you need to know thread pitch as well as length and diameter.
