Would help to know what make/model car that is but I do notice what looks like a Chevrolet logo on the cars hubcap and I am guessing that is a hybrid or electric car and that fender is simply a plastic fairing that is designed to give way in order to absorb energy during lo-speed impacts.

car - steel wheels with hubcaps
bike - pretty basic like a set of alex rims

i wonder if the rider managed to stay on the bike....
