I use 28mm road tyres on my commuter, on Crest 29er rims and they are super-tight, so this is putting me off speccing 29er rims on my next disc-build.

Pretty well, same as road rims.

Have heard from several others that Crest rims are buggers

We have narrower carbon 29er wheels from LightBike and ran Specialized 700x35 'file treads' for gravel/hard pack trail riding on our cross bikes but for grins, I mounted Vittoria Open Corsa Evo CX II in 700x25 with Challenge Corsa latex tubes on so i could try out Raleigh RCX Pro disc on the road. Tires had seen about 300-miles of use last Summer on Zipp 303 FC and while somewhat stretched out on the Zipp, the tires still proved to be a bit of tight fit on the 29er rims. Once installed, even though I was using tubes, I was hesitant about inflating road tires on tubeless carbon 29er wheels to much over 60-psi, seemed to work fine although the tires measured ~27mm wide.
