Fitting the proper fork and headset to a frame

I bought an "unbranded" aluminium frame, with a "straight" inner headtube (inside diameter is 44mm). It will be mostly for commuting, and crappy weather.

I guess I should be looking for either a standard, or internal headset ?

I'm leaning on the Cane Creek 40 series ZS44, mostly because of it's low stack height. I am after a fork that has the steer tube cut very short.

Otherwise, are there any advantages on an external headset ?

What about the crown race seat diameter ? The Cane Creek model says 30.015 mm. Do all the 1 1/8" full carbon forks have a crown race included on them ? Or is it included in the headset "package" ?
