You could simply get some new bar tape and re wrap your bars a bit further up. leaving just a few cm. of the LTD silver visible. the other option is to start sanding or shaving your bars and then relaquer them.
If you want to see 'meh' content of me and my bike you can follow my life in pictures here!'Tape was made to wrap your GF's gifts, NOT hold a freakin tire on.'

Wet sanding works great.....once you get through the grey and start seeing black dust/water you know you've gone far enough.

i think when you factor in the time and loss of resale value on those parts by doing that, you'll be ahead buying a new stem and handlebar and reselling your current ones than by putting in the time/effort/cost of sanding and relaquering your current ones.

....hi , usually most paint on carbon will come off if you use a rubbing compound paste which car sprayers use for over spray (car accessories shops stock it)......its a coarse paste and with a bit of elbow grease gets through the paint.or as advised earlier wet and dry and lacquer ....

btompkins has the message
I work further with a dry piece of cloth to wipe off the surface frequently to see exactly where you still need to sand.
