That's an... aggressive... setup.

From google pics it looks like he loves to ride in a more TT setup even on the road bike. Really high saddle with lots of drop and saddle forward on the rails.

He raced more than any other pro last year right? Must be decently comfy.

The reasoning is a nice try to justify this position.
But 180mm cranks are only 5mm more forward than most, yet the saddle is much more forward than that.
But given the seat's height, it might still be legal.

His saddle to handlebar drop is Interesting.
This pic is from quite a few years back, but still, almost no drop.

Looks to me like a guy with long pistons taking advantage of it.

How much elbow to knee clearance does he have, and are these the 38 cm bars?

Whatever the details, there was a palpable increase in climbing rates and in day-to-day recovery in the 1991-1993 era, coincident with the institutionalization of EPO use, although the earliest abuses were in the 1980's. Sure, there's examples of some remarkable recoveries during the late 1980's (Roche, LeMond) so perhaps transfusions were part of the mix. All I can really comment on is what can be seen or reported. Most of what's reported is testosterone, cortisone, and stimulants. Hair loss was a common side-effect of testosterone (Armstrong perhaps a good example of this: hairline receded until 2006, then stabilized through 2010) and Fignon, who admitted to testosterone, was an obvious example.

P.S. Hansen's bike is insane. I don't mean anything negative by that. If he's able to use the drops effectively, then it works for him, clearly.

Adam Hansen has been using 38cm bars for a couple of years now. At one stage i think he tried 34 or 36cm.
His position must suit him because he was the first Australian to ride all 3 tours last year, so it still gets him over the climbs as well as do all the work on the front.

Fignon had a receding hairline way way back in the 80's.

Proves SFA.

And as for Lemond's "amazing" recovery, the words downhill, following wind & lack of saddle sore are more relevant.
