I have a powertap 2.4 hub and no computer 2.4 to connect with it is available. I want to upgrade to ANT+ but I want to know if the hub is working ok. With a PC, ant+ usb or wifi is there any way to see if the hub is transmitting something ?

Check the batteries, then go to your LBS and ask if they have a head unit that they can check it with. You'll need a Cervo (little yellow computer) to pick up that hub. There's a decent chance that if the shop deals with CycleOps products they've got one hanging around. Since it hasn't been updated to ANT+ a USB stick isn't going to help.
