So Katusha doesn't get a Pro Tour place, despite being second to Sky in points.
I just have to wonder how the UCI decides who gets a place and who doesn't.
Surely being a highly competitive team and scoring plenty of points would ensure a place in most sports.
Lack of transparency is a major shortcoming of the UCI.
Another nail in the coffin of cycling. A sure way to discourage sponsorship and support from big companies.

I read somewhere yesterday (can't recall where now) that granting the licenses were based on four criteria, something like team finances, administration, sporting, and ethics. The press release didn't specify how these were measured or which Katusha failed to meet, but somehow Saxo-Tink managed to earn higher marks in each category... yeah right.
Apparently, though, riders on teams not granted a license are free to leave without penalty, so...Team-Sky-could-move-for-world-No-1-Joaquim-Rodriguez-after-Katusha-are-dropped-from-World-Tour.

This is an 'open mould' frame as you are suggesting? Where have you seen it? Can you send a link?
It looks a lot like a BMC w/o the labels, no?

The guy on the 2nd pic is Wackermann or whatever is spelled and he's rather tall so I dont think he would fit the first bike (just a guess).
