Yeah, I put on full shoe covers well before most of that stuff Wiggo has on. Maybe he misplaced them.

He would need to break his collarbone to shed some upper body weight

Did anyone catch "Bradley Wiggins - A Year In Yellow" on Sky Atlantic?

I know there are several inner booties and super-merino-wool socks or whatever, but they have never been sufficient in my case.
Ziplock plastic sandwich bags over your socks - the small kind that just cover half your foot.. I swear work great. I always had problems with cold toes since I moved from So Cal to Bend Oregon in 2005. When I raced a lot in the 90s I remembered a few of my buddies who traveled to Europe told me they used them so I said "why not" and it worked
Assos fuguSpeer socks on Wiggo's feet perhaps?

Of course he has.
It's winter after all, he would become crazy otherwise.

I like that. Wonder if they will use Spesh or Campa cranks.

Yep, you can't ride a TDF every day. He has to be the skinniest winner on record. Maintaining that weight would probably make him very sick.
