Not to say that there are no reports of failures, but I haven't seen any after doing some searches.
I'm about to take delivery of, and beat the hell out of, one of those cheap UD forks with 485mm axle-to-crown.
I'll report back after a couple rides.
FWIW, I would think these cheaper carbon forks are like any other "back-door" manufactured item, they change the layering or shape just a tad, don't label it with the name brand, and ship em over here.

I have used the 485AC chinese fork and it stood up really well. I raced all last season on it and even beat it up on some really rough downhill trails with good results. They are very stiff and responsive.

Specialized now makes a rigid 29" fork with a tapered steertube (1 1/8" to 1 1/2") called the chisel.
