The sram pf30 bottom bracket requires the sram PF30 bearing shields.
All sram pf30 bottom brackets ive seen are tight and draggy when new. Only your mention of it being smoother with the original crank strikes me as odd. I suggest removing the crank and spinning the bearings by hand. Some sram pf30s came with out-of-spec bearings that were very easily damaged (not confirmed), one may have been by merely installing the new crank.
I prefer to install the crank with zero plastic preload spacers, tighten everything down, then see how many spacers will slip into the space next to the wavy washer and reinstall.

With everything tightened to 30 nm i cannot see the wavy washerat all and there is a gentle rubbing sound on turnibg the crank. i currently have no shims in place.
