Your bike at 14.7 pounds may be close to the optimum weight for serious riding on mostly rolling but varied terrain, ie a typical race course. For a day in the high mountains or having that great feeling of just lifting a very light bike you will want sub 12 pounds.
Choosing a frame (and wheels) that have supior handling will make more of a difference on how the bike feels than weight.

It always amuses me how easily posters spend someone else's $. Lightweight, EE, AX etc. If you don't have $ to burn, or want it completed in a couple of weeks, eBay and a little patience go a long way. My Caad7 sits at 13.7lbs with 2 cages and pedals and the most expensive parts were the frame and wheels, both ~$300 shipped. For example, my crank is a '11 S-Works that I got for $200 on ebay (arms + spider). With some Force rings I had it weighs ~570gms with BB. Stem is a C'dale fire tuned with Ti, ~$25 and 106gms. Cages are Profile Design Karbon, 32gms/pr and $22 shipped. And so on.
Don't know 'bout 3, but you could get it in the 12s fairly reasonably. $ wise.

The Wheels I got back in 09. They're BWW Blackset Race. List was 1420gms, actual: 1431. On sale at the time for $275. There's a thread in the intro forum. But it's dated.

You can build a set of wheels that are < 1000gr for < $500
1. Chinese carbon 20mm tubular rims 20/24 drilled. 256gr each 230$ a pair
2. A pair of Dati Hubs 260gr for the set 170$ **
3. 44 Sapim C-xray Laser spokes 198gr 1$ each 44$
4. 44 alloy nipples 15.4gr for 17.60$
5. Nipple washers 13.2gr for 6$ (3 packs of 20)
~998.6gr total wheel set for 467.6$ + shipping and you build them.
**You can go cheaper if you get the Ultralight hubs at about 288gr for 119$

Sorry those are Sapim Laser for 1$ I neglected to remove the c-xray I originally had in there.
If you want the c-xray bladed those are 2.95$ each. which would come to 132$ instead of 44$
As far as number of spokes. Why do you say I need more spokes?
20/24 are common these days if properly built and you don't weight a ton.

I have the rims already they are made by ArcTech they were part of a group buy on this forum.
The parts I listed are the parts I will most likely use.
The rims are labeled and say not to exceed 100kpf of tension. For which I will adhere to.
I will add the nipple washers to spread the load.
In comparison I have re-built a pair of Mavic Helium which have the same rim as the Mavic Reflex.
Mavic calls for a tension for 92 -112 kpf in their documentation. I made them tight at 130 kpf on the rear drive side and 100 kpf on the non-drive side for the rear wheel and the front wheel at about 100 kpf on all spokes (the front is radially laced where as the rear the non drive side is radial and the drive side is 2 cross). I specked my build from another set that was factory built so Mavic actually went with a lower tension in their documentation. I used a Park tool tension meter to check the tension on all spokes
The tension of 100 kfp should be stiff enough for a rider my weight 150-160 lb.
The lacing pattern will be the same as the Mavic Helium described above.
The spokes I might go with sapim c-xray instead of the sapim lasers
As far as braking will will use the Swiss stop pads. The braking surface on these rims seems to be excellent.
The wheels will only be ridden in dry weather.
These wheels will be similar to the Reynolds Koms which I have tested although a hell of a lot cheaper.
