I don't think i've seen and Motobecane's on this forum so this may be the first. I am fairly new to cycling and this is my first bike, I got it in perfect condition for $200 (Not a bad price at all eh?)

Not bad for a first bike. Now, you have to tell us what you plan to do to make it lighter (this is Weight Weenies, after all) :D

I actually dont know how to make it lighter while not spend much $$$, maybe some of you guys can give me some instruction on how to make it lighter while on a budget, This bike isnt even close to being light, I believe it weight 20+ pounds but im not exactly sure.

:welcome: I've never seen a Motobecane before but that looks pretty nice, I like your dog too btw  Is it a puppy or is it fully grown? I'd say lighter tyres/tubes, lighter wheels and lighter crank...
I write the weightweenies blog, hope you like it :)

Disclosure: I'm sponsored by Velocite, but I do give my honest opinion about them (I'm endorsed to race their bikes, not say nice things about them)

I wouldn't worry too much about upgrading that frame; just ride it until you are able to afford a better platform to build off of (or until the bike falls apart, whichever comes first :) )
