Custom frame means he shouldn't need anything more than 10-15mm of spacers, and aesthetically that "sure beats" an upturned stem.
Let's not get into that argument though - let the man put his bike together and show us pics first!

Honestly, this is not the place for this discussion - let the man build his bike.
all is well, stem was turned up as to not hit the TT . i actually had some pics taken with the stem in the correct position but my buddy only sent me the couple you see.
