Why would someone choose a 31.8mm handlebar/stem setup over a 25.4mm handlebar/stem setup? Stiffer? Reliability?

Rigidity seems to be the primary reason for the wider clamp.

I went to extralite's website, and they are saying a 25.4mm is stiffer

May want to take information from them with a grain of salt. You are getting information from a company that prioritizes weight over everything else.
