That's a deda dogfang, meant to prevent dropping the chain between the small chainring and the frame. It has no influence on the front derailleur mounting bracket.

Right next to the small ring. Stops the chain from falling off into the inside. Adjust it so it's just close enough to not rub when you're in the easiest gear.

man this is interesting. when i build my road bike with aluminum frame, it didn't have this. but i see what you mean now. found a pic online.
