Was wondering if the UCI rules accept custom made pad holders on a UCI compliant tt bar?

As far as I know, yes, they would. No reason why custom made pad holders on a UCI legal aerobar should be an issue, considering that they can't really change aerodynamics anyway.

Only frames are UCI certified at the moment. Wheels look to be next on the list and in the long run they look to be aiming to cover more parts, but not for now.
For other home made components you might in theory have to make them "available" for sale, but that rule is very vague at best.

Wheels were the first to be certified!

As long as the base bar is compliant you should be fine.

Wheels had to pass the crash testing before, but will be getting the full UCI sticker treatment soon...

Technically, modifications of any sort are illegal (thanks to the rule against technical advancements and the rule specifically against non-standard, one-off equipment. 1.3.04 and... I forget the second one.)

But in practice, custom pad holders will be no issues whatsoever, as long as they don't provide any extra fairing or similar. The commissars won't even notice them.
