The Aken brakes look like a Record variant to me; Dual Pivot; Ti hardware; 275g; available for Euro 167 + S/H through ShockBike:

Don't know the frame weight, can't find the bar weight listed on Roi.
It looks like it's available only in 100, 110, 120, and 130x42 (center-center). Euro 540 (with IVA, so 20% less to US).

The Roi Zefiro handlebar is available only in a 42cm c-t-c- which is 44cm outside to outside and in the US it retails for $595.00 at http://www.cyclinginnovations.com/.
