does anyone know of any shops who may still have parts,steerer,boots new or used.

I didn't look for [arts for this particular fork. However, I do have a 1996 RockShox Quadra 21 on an ancient MTB that I rarely ride (I'm a road/TT/cross guy). I did find both replacement elastomers for this and a spring kit to replace the elastomers. I bought the latter and it seems to work fine - the elastomers were dust and the springs work fine - primitive by current MTB standards, but work just as well as elastomers did 15 years ago. I found them on EB*y. Check there and if they don't list them specifically for this rare road fork, check with the seller. The springs (or elastomers, if you prefer them) may be the same.

Many of the parts (boots, etc) will be fully interchangeable with Mag 21s
Success is how far you you bounce back up after being knocked down
