you just need enough glue
tires roll off because there is not enough layers of glue
i usually use 3-4 on the rim
2 on the tire

Politely disagree. I've seen more cross races lost due to rolled tubulars (including Jonathon Page at Gloucester in 2009 as well as countless amateurs) with glue alone, especially in very wet, muddy conditions. The godfather of cross mechanics, Stu Thorne, has a pretty definitive glue and tape method. It's online in a couple of places including a nice video on the velonews website which they re-posted at the beginning of this season.
