Yes, under the chainstays near the BB shell.
Interesting bike, I've seen a few Musseuw bikes on the road here in Belgium, but not this one.
Apparently they do this to create a smaller rear 'bridge'. Maybe marketing lingo.. lots of frames nowadays with thin seatstays.

Seatstays are different from the rear bridge...
Seems like it would be more maintenance / cleaning and fewer options for brakes.

It would be interesting riding behind one of those in a line or peloton. There would be little indication that they've tapped/feathered their brakes at all. Although that is not at all the primary thing a person should be watching while riding a wheel, it is something to take note of in the periphery. But this... can't see no brakes on them (from behind)

Prend....I was riding behind a Madone 7 and was entranced by the lack of brake and bridge......kinda distracted me for a moment.

Yes, when the front brake is placed behind the fork then the down tube can not be designed in a smooth overflow to the fork and front end looks more like a Storck .
Prendrefeu has a good point there because I catch myself often checking the brake move of the guy in front when riding in a group line.
