I heard from a friend that q-rings are forbidden, we discussed about it, but now I am unsure about it...

Can you guys help me??

I don't think they are forbidden, they have been around for ages since the biopace rings. But you can check the UCI regulation, since January 1 you can download the rules for 2008.
Or send a email to wielerbondvlaanderen.
