Will what appears to be more of a road tire, namely this Soma Fabrications B-Line 650bx38mm model, fit onto your typical 650b wheel set spec'd on a mountain bike? I suppose what I am really asking is, are all 650b rims the same in terms of tire fit, or are there road/cross-specific 650b rims that differ from mtb-specific rims in some way as to make road tires "unmountable"?

The B-Lines will fit your MTB rims just fine, there is only one 650B standard. I have them, and they are very flexible, with thin sidewalls and no puncture protection. The Speedsters are built more like a full MTB tyre from the looks of it, so chances are they don't roll quite as well, but I've never seen them in person.

Quite of lot of the time people will specific the rim diameter, so 559 is the magic number for a 26, and 584 for a 650b, can't remember the 26er one though, 600 and something. Then everything should work out fine the main reason I find this useful is that a 29er mtb rim is the same size as a 700c road rim.
