My EPS on GP4000s 23c tyres have about 8~10mm clearance all round. 25c for a Continental tyre should be fine.
But as for Vittoria, may not be so as Conti tyres tend to run smaller than most of the other brands. My previous Pro3Race 23C and Ultremo were definitely bigger compared to my GP4000s in 23c.

My EP would clear the 27mm Vittoria tires, you will be fine. Those were even on Stan's Alpha rims, which are quite wide and make the tire even bigger.

A 25 tubular fits for sure
