HRM as a start for tracking training?

A light bike doesn't replace good fitness.

I would love to start tracking and understanding how I'm actually riding beyond my speed. I understand a power meter would be the best choice for seeing how I'm doing on a average day, and quantifying an effort, but I'm a poor college student. So is a Heart rate monitor a good alternative/start in understanding my effort? I know heart rate can really vary from day to day (i.e. sickness, temp. etc.)
Thanks for your input!
