I am looking for a 130, 140 mm stem that is reasonably stiff, reasonably lightweight and is approx level with the ground. I believe that would be approx 10'? I have come accros the Shimano Vibe but am looking for other options.

The Thompson x2 is probably the coolest 10 degree stem.

A -17' be "level with the ground"......assuming a ~73 degree headtube angle.

Yeah, looking at the front fork angles of current bike frames a -17 angle stem will be the closest to a parallel with the ground set up.

Easton EC90 SL is 10deg up to 130mm. Website weight is 110g (100mm), matte carbon finish.

or the aluminium EA90 10deg up to 130mm. Website weight is 130g (120mm). black anodised finish

But if it is a horizontal stem you are after look for a -17deg such as the 3T ARX Team, now come in up to 150mm too.
My 140mm -17deg ARX (now have ARX II with torx bolts) weighs 148g.
