Trying to find a solution that other people may have had some hands on experience with.
I have a garmin out front mount that I am trying to mount to my mountain bike. The problem is my bars are 25.4mm and the mount is for 31.8mm. Anyone have a good way to take up that space to mount the mounting hardware?

Not sure why you'd want to stick with 25.4 bars?
I made the change to 31.8 on a Jekyll (the original one) a few years ago and the improvement in stiffness made the bike feel so much more settled and in control over rough terrain I don't know why anyone would choose not to do it? Well worth the small spend.
