I haven't noticed any cheap rims that come in 16h. 20h is the smallest.
The hubs will also matter, but I wouldn't spec 16h rear unless you had a track record of being very light on your wheels. Plus for equal strength and stiffness the rear wheel needs more spokes than the front on a road bike... just looks wrong to me to have them the same.
